Lawyers for Justice in Libya (LFJL) seeks an external evaluator to assess its Women, Peace, and Security (WPS) project, funded by the UK’s Conflict, Stability and Security Fund. The project focuses on empowering Libyan women’s rights organizations (WROs) through subgrants, mentorship, and advocacy to advance the WPS agenda in Libya.

Scope of Work:
The evaluator will:

  • Design a mixed-methods evaluation using surveys, interviews, and focus groups.
  • Assess the project’s effectiveness in achieving its objectives, including:
    • Supporting civil society resilience.
    • Strengthening protections for women in civic life.
    • Amplifying Libyan feminist voices in political and policy forums.
    • Empowering women human rights defenders (WHRDs).
  • Analyze funding approaches (core vs. project-specific) and their impact on WROs’ growth and sustainability.
  • Review mentorship, capacity-building efforts, and cross-regional networking opportunities.
  • Document lessons learned, success stories, and best practices for future projects.
  • Evaluate the sustainability of outcomes, including WROs’ capacity to advocate independently for the WPS agenda.
  • Provide recommendations for enhancing LFJL’s monitoring and evaluation system.

Deliverables:

  • Comprehensive evaluation report with findings and actionable recommendations.
  • Six case studies.
  • Presentation of findings to stakeholders.

Qualifications:

  • Expertise in evaluating gender-focused projects, particularly in conflict-affected areas.
  • Strong knowledge of the WPS agenda and women’s rights activism.
  • Familiarity with Libyan socio-political dynamics.
  • Experience with both qualitative and quantitative research methods.
  • Excellent analytical and communication skills.
  • Fluency in English; Arabic is desirable.
