Diakonie Katastrophenhilfe (DKH) is a humanitarian agency committed to restoring hope and dignity through emergency aid. With a focus on empowering local partners and fostering localization, DKH operates globally and emphasizes preparedness, response, and resilience.

The Middle East Program (MEP), based within the Asia Regional Hub in Amman, addresses ongoing humanitarian crises in countries like Türkiye, Syria, Lebanon, Gaza/oPT, and Iraq. Key programmatic areas include markets and livelihoods, protection, food security, disaster risk reduction, and climate change mitigation.

Key Responsibilities

A. Strategic Planning and Coordination

  • Develop and execute the Middle East Strategy aligned with regional and global goals.
  • Identify opportunities for program growth in compliance with regional strategies, donor requirements, and local partner interests.
  • Build relationships with donors, partners, and stakeholders to enhance visibility and collaboration.
  • Represent DKH in relevant networks, meetings, and media engagements.
  • Promote localization and foster equitable partnerships.
  • Monitor the political, economic, and security context in focus countries.

B. Programmatic Guidance and Leadership

  • Oversee project design, budgeting, planning, implementation, and evaluation.
  • Support partners in all stages of Project Cycle Management (PCM).
  • Ensure compliance with donor regulations and DKH standards, including CHS principles.
  • Lead monitoring, reporting, and auditing processes for projects.
  • Identify and address project management challenges to ensure successful outcomes.

C. Capacity Building

  • Facilitate mutual learning between DKH and local partners.
  • Promote experience sharing across partner organizations.

D. Emergency Preparedness and Response

  • Support the development of regional emergency preparedness plans.
  • Lead or assist in post-disaster needs assessments, emergency relief operations, and recovery initiatives as needed.

E. Other Tasks

  • Undertake additional responsibilities aligned with the objectives of DKH and the Middle East Program.

Qualifications and Skills

Substantive Knowledge

  • Advanced experience in project management within humanitarian aid or development sectors.
  • Proficiency in MEAL systems, donor relations (especially DG-ECHO), and financial monitoring.
  • Mastery of reporting across all program management levels.

Communication Skills

  • Strong diplomacy, negotiation, and cultural sensitivity.
  • Effective engagement with communities, partners, and institutional donors.
  • Proven ability to lead diverse teams and uphold equal partnership principles.

Execution Skills

  • Highly organized, detail-oriented, and able to work under pressure.
  • Commitment to humanitarian principles, gender inclusion, and localization.
  • Ability and willingness to travel frequently, including to high-risk areas.

Specialized Knowledge

  • Master’s degree in Development Studies, Political Science, Project Management, or a related field.
  • Minimum 5 years of relevant experience with NGOs.
  • Proficiency in English (written and spoken); Turkish language skills are an advantage.
