The Centre for Humanitarian Dialogue (HD) is looking for a Consultant specialised in organisational development for a project in Syria. HD works to prevent and resolve armed conflicts around the world through mediation and discreet diplomacy.
HD seeks a Consultant to support a local mediation platform in Deir ez-Zor, northeast Syria, by strengthening its capacity to operate as a formal registered organization. The platform, supported by HD since 2019, addresses communal grievances through dialogue and mediation. The Consultant will focus on organizational development, policy structuring, financial systems, and training to enhance the platform’s independence and sustainability.
Key Responsibilities:
- Assessment:
- Conduct an initial evaluation of the platform’s structure, policies, and operations.
- Identify gaps and recommend improvements.
- Deliver a comprehensive assessment report with a training program and timeline.
- Organizational Structure Development:
- Create an organizational chart with roles and responsibilities.
- Advise on governance, authority delegation, and communication frameworks.
- Policy Development:
- Develop and refine core policies (e.g., financial management, HR, Code of Conduct).
- Provide templates and ensure alignment with legal standards.
- Financial Systems:
- Establish a financial management framework focusing on transparency and accountability.
- Develop budgeting, reporting, and internal control systems.
- Monitoring and Evaluation:
- Create frameworks to track organizational progress.
- Mentor members in conducting regular reviews.
- Training and Mentorship:
- Deliver six tailored workshops on governance, financial management, and efficiency.
- Provide ongoing mentorship for leadership and members.
- Reporting:
- Submit periodic updates and a final report summarizing achievements, recommendations, and a plan for continuation.
Deliverables:
- Assessment report with recommendations.
- Organizational chart and role descriptions.
- Draft and final policies.
- Training materials for six sessions.
- Final progress and recommendation report.
Ideal Candidate Profile:
- University degree in Business Administration, Finance, or related field.
- Minimum 5 years of experience in NGO capacity building, particularly in Syria.
- Expertise in organizational development and financial management.
- Strong training, mentorship, and communication skills.
- Fluency in Arabic and English.
- Knowledge of Deir ez-Zor’s humanitarian context is desirable.
