MENAFem is a feminist network committed to advancing intersectional economic and ecological justice across the Middle East and North Africa. Founded in 2023, the network mobilizes research, advocacy, and coalition-building to challenge unjust economic systems and promote feminist alternatives grounded in community needs.

Project Overview
This consultancy focuses on investigating how sovereign debt and fossil fuel dependency impact women’s access to public services in selected MENA countries. The research will explore austerity-driven policies, shifts in public spending, and the gendered consequences of economic restructuring—contributing to a global feminist analysis of just transitions.

Consultancy Details
Duration: 3 to 4 months (completion by September 30, 2025)
Outputs:

  • Research proposal outlining scope and methodology
  • Country-specific case study (4,000–5,000 words)
  • Two-page policy brief with key findings and recommendations

Responsibilities

  • Select and finalize a case study country in coordination with the project team
  • Conduct desk research and key informant interviews
  • Analyze debt trends, fiscal policies, fossil fuel strategies, and public service budget changes
  • Apply feminist, intersectional frameworks to highlight gendered impacts
  • Document resistance efforts and organizing by women’s groups

Candidate Profile

  • Advanced degree in gender studies, development economics, political economy, or a related field
  • Minimum 5 years of research experience in the MENA region with focus on gender, public services, debt, or climate/energy policy
  • Strong command of English and Arabic (French is an asset)
  • Demonstrated experience in applying feminist and intersectional frameworks
  • Proven ability to produce clear, policy-oriented writing
  • Background working with civil society or feminist networks in MENA is highly desirable
