The Henry A. Kissinger Center for Global Affairs, with funding from the Carnegie Corporation of New York, invites emerging scholars to join the International Policy Scholars Consortium and Network (IPSCON). This transformative program bridges the gap between academic scholarship and policy practice, preparing participants for impactful careers in policymaking.

Why Join IPSCON?

Foreign policymaking often suffers from a disconnect between academia and practical implementation. IPSCON addresses this challenge by fostering a network of scholars committed to integrating rigorous academic research with actionable policy solutions.

Program Highlights

Participants will:

  • Attend a three-day retreat in the Adirondacks for immersive learning and networking.
  • Join a two-day policy workshop in Washington, D.C., featuring interactive sessions with policymakers.
  • Participate in a virtual seminar series led by leading scholars and senior government officials.
  • Access the IPSCON alumni community for mentorship and ongoing professional connections.

Who Should Apply?

IPSCON is open to:

  • PhD students, preferably post-comprehensive exams.
  • Postdoctoral fellows and junior faculty from diverse disciplines (e.g., history, political science, public policy, engineering, biology).
  • Scholars conducting policy-relevant research in international affairs, with a demonstrated commitment to equity and inclusion.
