The International Committee of the Red Cross (ICRC) is calling for papers contributing to a global initiative on International Humanitarian Law (IHL). The initiative, launched in September 2024 with support from Brazil, China, France, Jordan, Kazakhstan, and South Africa, aims to strengthen political commitment to IHL and ensure its effective application in modern conflicts.
Key Themes (Workstreams)
Papers should focus on one of the following seven workstreams:
1️- Preventing violations of IHL
2️- Roles and duties of national IHL committees
3️- HL’s contribution to peace
4- Protection of civilian infrastructure
5️- Protection of hospitals in armed conflict
6️- Impact of information & communication technologies (ICTs) in warfare
7️- Protection from modern naval warfare’s human cost
Submission Guidelines
- Abstract Deadline: 15 February 2025
- Decision Notification: 15 March 2025
- Full Paper Submission: 1 August 2025
Proposal Requirements:
- Abstract (max 500 words) – Include title, main arguments, and relevance to IHL
- Biography (max 300 words) or CV
- Full articles (if selected): 8,000–10,000 words (including footnotes)
